Man, whose face was wrapped in duct tape and shot in the head, still unidentified

CEBU CITY, Philippines —  Consolacion police are calling on the public to coordinate with them should they have relatives, who are missing, so that they can check and verify if the unidentified dead man, whose face was wrapped in duct tape and shot in the head and whose body was found on May 28 in Barangay Sacsac, Consolacion town, is their missing relative.

Police Master Sergeant Ramon Chinel, desk officer of the Consolacion Police Station, who described the unidentified dead man as an alleged salvage victim, had remained unidentified as of this posting.


Chinel said that it was around 11 a.m. on Saturday, May 28, when the information about the alleged salvage victim was forwarded to them by the Canduman Police Station in Mandaue City.


Chinel said that Canduman policemen first responded to the area when they initially received information that a dead person was found in Barangay Casili in Mandaue City.


Later, Canduman police find out that the the area that the body was found was inside the boundary of Barangay Sacsac of Consolacion town.

Barangay Casili of Mandaue City and Barangay Sacsac of Consolacion town are neighboring barangays bordering Mandaue City and Consolacion town.


For now, Chinel said that they were coordinating with the neighboring police stations to check if there were reported missing persons there.


The dead man has remained unidentified and is currently placed in a funeral parlor in the town.

“Naay mga tattoo siya but so far wa koy mahatag kaayo kay mostly ingun ana nga information naa na sa imbestigador,”  Chinel said.


(The dead man has tattoos, but I could not give you details because that information is with the investigator of the case.)


Police Staff Sergeant Ken Villaruel, desk office of Canduman Police Station, said that the victim’s face when found at 4:30 a.m. on Saturday May 28, was covered with a duct tape.

He also had a gunshot wound on his head.


Aside from that, both his hands were also tied.

Villaruel said that he could not also tell if the victim had other wounds other than the gunshot that they visibly saw from his head.


Villaruel added that they also recovered two empty shells of an unknown firearm in the crime scene.

He also said that they believed that the victim was killed in Barangay Casili  and left there in Barangay Sacsac.


“Naka T-shirt syag (fraternity) but na respondehan 4:30 a.m.  pag agi sa mga tawo,” Villaruel said.

(He was wearing a T-shirt with (a name of a fraternity printed on it), but we only responded when passersby saw the body at 4:30 a.m, and reported this to the police.)


Villaruel further said that the dead victim’s body was found beside a road in Barangay Sacsac visible to passersby. So individuals who passed by the area made the call and reported this incident to them.

Manager's name is Mark Rotanel
I just want to rant: Tonight, March 15, 2014 9:40pm. Manager (Mark Rotanel) in front of the counter in manila just shouted at 3 passengers that were going to Vietnam to have their kid operated. Mother was very frustrated because the manager of Cebu pacific shouted that he's the manager and he has the right not to make them fly because he found some defect in the kids passport. But the passport looks ok and has little fold. How can that manager be so heartless knowing that the kid will be operated the next day. The mother was pleading if one of the adult be left behind and allow the kid to fly. But the manager just yelled at them and made them move in the side and let other passengers go ahead? then he also said that since the passport has little defect, its not cebu pacific's fault and their tickets will be forfeited because its a promo ticket. what kind of service was that? this is insane and inhuman. I hope those family are ok now. Anyone from Cebu pacific, have a heart!
10:40pm Kid is still outside crying, Manager checked in the mother and she's confused on what to do. This is really what i call power tripping. How can a fellow filipino do this to another weak fellow filipino. Instead of finding ways to solve the problem, the manager cause more problem for the family to be stressed.

10:50pm She tried to ask the manager to rebook since she was denied to enter. but the manager said, since she was already booked and her kid isn't, the carrier thinks she already flew so Cebu Pacific Air can't rebook their flight. What kind of answer was that. Manager's name is Mark Rotanel. Carrier has the right to refuse whoever flies, but i hope not in this manner.

I hope that Mark Rotanel learns to be more understanding. He reported Vietman that the passport was detached. is it?? its still fixed. so Vietnam didn't allow them to fly. So the mother asked why did you

put detached, do you know the meaning of detached? Manager said "Sorry i don't know how to speak english" making the mother more frustrated because he was being sarcastic. Thank you Cebu Pacific Air for showing us that you will not defend your passenger, even if your passenger will be operated for his life. Soooooooo heartless!
How's his doctor's appointment now? Will the doctor in Vietnam still entertain them for not showing up? How about the reserved hotels and other things paid in advance? How can someone be so heartless to kill a kids hope to be better.

The manager said to the mother, hindi ka ba murunong magbasa? look at the reminders behind your passport. So confused and shocked the mother didn't check and weakly said "ok". after the incident she checked, It says at the back of all our Philippine passport. "Alteration, addition, or destruction of contents is strictly prohibited. Any unauthorized change will render this passport invalid" -- Now, how can the passport, posted earlier, be invalid if there was no alteration, addition or destruction of content? The passport was clearly usable and is just loose because its owned by the kid. We all know kids could be clumsy, but still the passport is still intact and not altered for bad use.

Please share, maybe one Cebu Pacific officer will have the heart to allow the kid to go to his operation and rebook his flight. And the management will not allow this to happen again, because it could happen to you, to me or to anyone who is helpless like a kid that will be operated.

100 vessel to join fluvial procession

CEBU, Philippines - The Philippine Coast Guard-Cebu expects almost a hundred vessels to join the fluvial procession today in seawaters off the cities of Cebu, Mandaue and Lapu-Lapu.

The PCG registered at least 85 vessels but the number may increase as they are expecting other smaller vessels to join today despite not registering with their office.

PCG-Cebu District Commander Rodulfo Villajuan said they have designated areas where small and large vessels should stand by.

"Hindi maiiwasan na may mga sasali kaya hindi na naming ma-hold 'yan but we have to make sure na andu'n sila sa hulihan," Villajuan said.

He added that he designated a task group to take charge of the line formation between the vessels to avoid possible incidents.

"Ninety eight percent ready na kami ngayon kasi hirap namang sabihing 100 percent, hindi naman kami perpekto," Villajuan said.

Furthermore, the head of PCG Central Visayas, Commodore William Melad, said they will base the decision to continue or cancel the fluvial procession on the weather advisory by PAGASA.

As of 6:30 p.m. last night, Melad said they have not yet decided on the matter while preparations continued for the fluvial procession from Ouano Wharf in Mandaue City to Pier 1 in Cebu City.

PAGASA Mactan officer-in-charge Al Quiblat said tropical depression Agaton, the first weather system for the year, will bring rains up to the Fiesta Señor on Sunday if it does not dissipate.

The state weather bureau yesterday placed Southern Leyte under public storm signal number 1, the lone Visayas area, together with Mindanao areas of Surigao del Sur, Surigao del Norte, Siargao Island, Dinagat Province, Agusan del Norte, Agusan del Sur, Davao Oriental and Compostela Valley.

Quiblat added that the public must be alert for possible landslides and floods.

Waves measuring 3.4 meters to 4.5 meters high are probable in the Visayan seaboard, sea crafts that plan to sail have been cautioned.

Meanwhile, Cebu City Mayor Michael Rama said everyone must contribute to fervent prayers in order to have good weather condition for the fluvial and solemn procession.

"We just continuously pray and prepare because that's the only thing we can do. But knowing Sto. Niño, there might be miracles. The adjustments would be to bring umbrellas…don't bring too many cars to lessen traffic congestion," Rama said.p (FREEMAN)

Cebu City pawnshop robbery suspect falls

Police arrested one of the suspects in a 2008 pawnshop robbery in Cebu City where P13 million worth of jewelry was lost.

Dionisio Sagang Dumanjug, 47, was arrested in Ozamis City last Wednesday based on a warrant issued by Regional Trial Court Judge Sylva Paderanga for robbery with homicide charges.

Based on the video footage of security cameras of Oro Sugbu, Dumanjug was the man who disarmed security guards of the pawnshop located in Magallanes Street.

Supt. Paul Labra II, chief of the intelligence division of the Police Regional Office in Central Visayas (PRO-7), said Dumanjug, 47, a resident of sitio Manga, barangay Catadman, Ozamis, is a member of the Kambal robbery group which was involved in several robberies nationwide.

Senior Supt. Orlando Ualat, chief of staff of PRO-7, commended the arresting team which included members of PRO-7′s intelligence division, Mandaue and Ozamis police.

Police said Dumanjug used Isoy, Jerry and other aliases. The robbery group is headed by Ricky Cadamero, who is still at large.

In an interview, Dumanjug said he was forced to join the group so he could give his family a decent life.

He said he will ask the court to allow him to testify as a state witness.
Police said Dumanjug at first resisted arrest but was eventually subdued.

They recovered a .45 pistol and magazines, hand grenade and wigs from him. The wigs were apparently used to disguise him as a woman.

Police said Dumanjug was also involved in the 2007 robberies of UCPB and Land Bank in Quezon City.

He was also implicated in the robbery of an LBC mall outlet in Banilad, Cebu City on Nov. 2008.

Probe against Osmeña begins

THE Office of the Ombudsman-Visayas has started its inquiry into the 2009 Dodge Charger with a Cebu City Government seal that was being kept in the house of Rep. Tomas Osmeña (Cebu City, south district).

Deputy Ombudsman for the Visayas Pelagio Apostol yesterday said he directed lawyer Carla Juris Tanco, acting director of the Public Assistance and Corruption Prevention Bureau, to conduct a fact-finding based on newspaper reports and an anonymous letter sender.

“Wala kaming pinapaboran rito. Basta lumabag sa batas, iimbestigahan natin (We don’t play favorites. If an official breaks the law, we will investigate that official),” he told Sun.Star Cebu.

During the preliminary investigation, the ombudsman will gather documents pertaining to the donation of the vehicles by Bigfoot Entertainment chairman Michael Gleissner to Osmeña, former Cebu City mayor, Apostol said.

Admissions

Apostol also said they will gather testimonies of witnesses to aid them in their preliminary investigation.

Osmeña admitted receiving two 2009 Dodge sedans from Gleissner, but clarified that these were registered to his older sister, Maria Victoria “Minnie” Osmeña, and her son Paolo.

One of the cars was painted black and white and it has a siren. It is also marked “Cebu City Police,” although it was not donated to the City Hall or the city police.

Osmeña, in previous interviews, also admitted he lobbied before the Congress and the Senate to grant German-born Gleissner Filipino citizenship.

Gleissner was granted Filipino citizenship by the Senate enabling him to invest in the South Road Properties (SRP).

Apostol yesterday said his office launched the preliminary investigation on the criminal, and not the civil, aspect of the case. This is pursuant to the provision of Republic Act (RA) 6770, or the Ombudsman Act of 1989, which provides that the ombudsman has disciplinary authority over elective and appointive public officials except members of Congress and the Judiciary.

Assurance

In case an administrative complaint is filed before the Ombudsman-Visayas, Apostol said he will refer this to the speaker of the House of Representatives.

Section 13, Article 11 of the 1987 Constitution and Section 15 of RA 6770 says the ombudsman can act on anonymous complaints and motu proprio (on its own) inquire into alleged improper official acts or omissions from whatever source, such as newspaper
reports.

The anti-graft office may also entertain any complaint and initiate an inquiry and an investigation for alleged irregularities of public officials.

Apostol assured that any public official accused of irregularity will be given the opportunity to answer the charges during the formal investigation.

Under existing rules, the anti-graft office has at least 25 days to terminate the preliminary investigation, a legal procedure where the investigator determines whether there is sufficient ground to engender a well-founded belief that a crime has been committed.

Willingness to help

Interviewed over ABS-CBN’s TV Patrol Central Visayas, Apostol also denied singling out Osmeña in the investigation.

Apostol said documents relating to the case–whether from political critics of Osmeña or concerned taxpayers–will help the ombudsman fast-track the inquiry.

Meanwhile, Mayor Michael Rama yesterday welcomed the anti-graft office’s inquiry against Osmeña.

Rama said the City Government is willing to cooperate in the fact-finding, if needed, particularly in tracing documents regarding the two vehicles.

He said the investigation will enlighten the public on the propriety of the congressman’s possession of the Dodge Chargers that Gleissner originally wanted to donate to the City.

“I am happy. This is the only way to put this (controversy) to rest and for the people to be aware of what really is going on. This is the proper and legal way (of handling the matter),” he said.

The ombudsman will look into Osmeña’s possible violation of Section 7 of RA 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, which prohibits public officials from soliciting or accepting gifts.

Gleissner had reportedly wanted to donate the vehicles to the City during the time of Osmeña in 2009. Bigfoot is a lessee of a two-hectare lot at the SRP.

Upon learning that Osmeña’s term was ending, Gleissner reportedly decided to give the vehicles to Osmeña instead.

However, Osmeña had said he didn’t want the vehicles so his sister and nephew bought these.

Records of the Land Transportation Office state the vehicles were only bought last June. The vehicles had been used in films by Bigfoot.

While Osmeña said it would be unfair to also subject his sister and nephew to an investigation, Rama said it’s part of having a relative who is a politician.

Rama said his whole family was affected when he was accused of being a drug protector.

“Wa na siya’y mahimo. Naabot na man na (There’s nothing he can do. It has gotten to this point). It goes with the position,” he said.

Cebu City ‘overpays for trash trips’

CEBU CITY -- The Cebu City Government was placed at a disadvantage in its contract to haul garbage from the Inayawan Sanitary Landfill to Consolacion town, a City Hall official said.

Landfill manager Engr. Randy Navarro said the City still pays the whole amount for the rental of dump trucks and heavy equipment, even if its supplier fails to meet some contract provisions.

He recommended that City Hall amend the purchase order with Armed Builders and Supply for the rental of heavy equipment and dump trucks.

The City rents 17 equipment -- 15 dump trucks, one backhoe, and one payloader -- from Armed Builders to haul garbage from its transfer station in Barangay Inayawan to a private sanitary landfill more than 13 kilometers away.

For each unit, Navarro said, the City pays P3,998.37 as rent per day. Under the contract, the supplier has to make sure that each truck makes three trips per day.

However, Navarro told the City Council in an executive session on Wednesday that some of the dump trucks can only make one or two trips a day, and yet the City still pays the whole amount for the rent.

“Mahug gyud nga alkanse ta (This puts us at a disadvantage),” he said.

From January to August this year, Navarro reported that the City spent P10,067,895 for the rental of the dump trucks and heavy equipment.

That amount was charged against the P24.48 million that the City appropriated this year for the rental of equipment for the Inayawan landfill.

Asked why the trucks failed to complete three trips per day, Navarro, quoting his conversation with the supplier, said the truck ban imposed in Mandaue City is one of the reasons.

“Maka-agi sila early in the morning ra ug sa hapon (They can pass by Mandaue only early in the morning and in the afternoon),” he said.

Aside from this, Navarro said that some of the dump trucks bogged down, particularly after using a reportedly dilapidated road from Barangay Pit-os in going to Consolacion.

Navarro added that some drivers of the dump trucks have refused to drive the vehicles to Consolacion because stones are sometimes thrown at them. Residents in Consolacion, he said, oppose the City’s dumping of garbage in their town.

He recommended that the City amend the purchase order with Armed Builders for the rent of heavy equipment and dump trucks.

Instead of paying per day, Navarro suggested that the rent be paid on a per trip basis.

“The existing scheme is not beneficial to the City in all aspects,” he said.

The City’s contract with Armed Builders started in January this year, following the closure of the Inayawan Sanitary Landill in December last year. The contract is good for 365 days or until December 31 of this year. (PDF/Sun.Star Cebu)
