07/24/2010 - TWO-term Danao City Councilor Carmen Remedios “Ivy” Durano-Meca is now poised to take over as Cebu federation president of the Philippine Councilors' League after negotiations among concerned parties proved successful, said Rep. Ramon “Red” Durano of Cebu’s 5th district.
“I think there is already (an agreement). I think nagkasabot na sad si Gov (Gwen Garcia) and si Board Member Teddy (Ouano) with regards to (Consolacion Councilor) Alfie (Ouano). I think the issue had been settled. We are just waiting for the elections,” said Durano, elder brother of Councilor Ivy.
Although the political alliance between their own Bakud Party and One Cebu had been terminated after the elections, Durano said they expected Ivy's election to the PCL presidency to get the support of Garcia's party.
This means that their Bakud party mates at the Provincial Board may be considered part of the minority bloc.
Garcia earlier said she would leave the PCL elections to the decision of the councilor-members of the One Cebu Party which comprise about 80 percent of the federation.
Durano said his sister would be in tandem with Talisay City Councilor Eddie “Digul” Gullas III, who got the support of majority councilors in Cebu's first district under Alayon Party.
Alfred Francis Ouano, son of Board Member Ouano and incumbent PCL president, is currently sitting as ex-officio member of the board. He refused to comment on the issue when asked during board sessions.
But Durano said the councilors had agreed that they wanted change in the board of directors.
“My sister has been there for two terms as vice president and is one being eyed as president,” he added.
The congressman said their family would be fully supporting the candidacy of Ivy especially that the entire district is pushing for her to run.
Durano also clarified that Bakud Party is distinct from the One Cebu Party of Governor Garcia. He said the alliance they made during the election was automatically terminated after the polls.
“The alliance we made was for the 2010 elections specifically for the candidacy of Gov. Gwen, and at that time with who her running mate was. So the alliance was only up to there lang,” Durano told CEBU DAILY NEWS.
If there would be another alliance, he said it would need another agreement from both parties.
Durano said they would continue to support the programs of the Garcia administration despite the termination of the political alliance.
“Well as far as the elections are concerned, we have complied with our terms of the alliance. Gwen and Glenn won in our district,” he said. “Naa man ta kasabot lagi, we really made it a point nga kung unsay kasabotan, mao gyud ang tumanon. (We were bound by an agreement and we really made it a point that if whatever was agreed, we would comply).”.
“So for that form of alliance, that is over. But in terms of support for the programs of Gov. Gwen, we will continue to support,” said Durano, who is now on his third and last term as congressman.
Garcia got an overwhelming lead in the 5th district compared to the vote-rich 6th district.
