Cebu City Mayor Tomas Osmeña yesterday corrected President Gloria Macapagal-Arroyo’s statement that Cebu was emerging number one destination for business process outsourcing in information technology (BPO-IT) in the world.

He said it should be “Cebu City.Way labot ang probinsya! (The province is not included) ” he said.
Osmeña said that Cebu province was claiming the titel because the Asiatown IT Park is on the province-owned lot.
The mayor said that the province had nothing to do with success of the Asiatown IT Park.
“Because their active investment has been already liquidated more or less, a long time ago. And when they got into it, it was not yet an IT park but an empty lot for eight years. But now, they're trying to get credit for it,” Osmeña said.
Osmeña credited the success of Cebu City to Joel Mari Yu, Cebu Investments Promotion Center (CIPC) managing director and Sen. Mar Roxas who is running for vice president.
Osmeña said that Yu helped bring in call center companies in the city by negotiating and convincing most major call centers and outsourcing owners to invest here.
Osmeña credited Roxas for demonstrating that call centers can be successful in the Philippines.
Osmeña said Roxas brought in the Covergys to the Philippines. When Convergys made money in the country, he added more call center companies followed.
“Without Mar the call centers can’t be active in the Philippines. Without Joel, the city will not be as successful here in Cebu.” the mayor said.
He also said that he could also be credited for the success of the IT Park for he has been supporting the CIPC which the province never did.
But Rory Jon Sepulveda, Capitol consultant on information and revenue generation, thought otherwise.
He reminded the mayor that the Cebu Property Ventures Development Corp. (which manages the Asiatown IT Park) is a creation of the Cebu province and Ayala Land Inc.
“Instead of claiming the credit for the success of the BPO-IT here, he should think about it (CPVDC). And it’s never too late for him to say, thank you to Cebu province because without the province there’s no IT Park,” Sepulveda said.
