Cebu City Sports Center rubberized track may start after next Sinulog

06/16/2010 - Work on the long-delayed rehabilitation of the rubberized track oval of the Cebu City Sports Center (CCSC) will begin no later than early next year, according to Vice Mayor-elect Augustus “Joy” Young.

The oval rehabilitation had to take a backseat to the national and local elections last May 10.

With the election ban on the implementation of government projects already lifted, Young said the Cebu City government could start working on the project.

As soon as the new administration takes over the management of the Cebu City government by July 1, Young said he would immediately start reviewing the specifications and list of suppliers recommended by CCSC manager Ricky Ballesteros.

The project already had a budget of about P40 million, which was approved last year.

Once he's done reviewing the recommendations and checking the supplier's track record, Young said the bidding for the supplier will then follow hopefully by September.

Also to be reviewed are the various technologies to be used in replacing the rubberized track oval suggested by suppliers.

Ballesteros also wants the city government to carefully review the track record of the suppliers so they can be assured of quality work.

Young said the steps he mentioned above are part of the reason why actual work on the oval rehabilitation is not possible this year.

“If we could award the project to a supplier by November or December, we have to give them about three to four months to ship all materials needed here,” he said.

Young said they also have to consider that the Sinulog dance competition will be held at the CCSC in January 2011.

This means they cannot start the first phase of the project, which is to remove the old rubberized track, before the Sinulog celebration held every third Sunday of January.

“Most probably actual work on the project will be started by February or March (2011),” Young said.

Should work start by February, it could affect the holding of the Commission on Higher Education (CHED) National Games 2011, which Cebu City will be hosting also in February.

Aside from that, it could also affect the training of athletes, especially those in the track and field event who will be preparing for various tournaments (Inquirer)
