05/15/2010 - Mayor Jejomar Binay, frontrunner in the vice presidential race, has widened the gap between himself and his rival Sen. Manuel “Mar” Roxas II by over 11,000 more votes as election returns from nearly 500 more precincts were counted Friday.
As of the 5:31 p.m. update from the Parish Pastoral Council for Responsible Voting (PPCRV), the citizen's arm of the Commission on Elections based at the Pope Pius Center in Manila, Roxas was still in second place with 12,670,877 votes.
Binay has so far garnered 13,478,375 votes, widening his lead to 804,669 votes from Thursday night's 793,358 vote-margin.
Out of the 76,475 polling precincts across the country, 68,871 have already transmitted election returns to the Pius server, a small jump from early Thursday's 68,373 precincts.
But votes from Central Visayas, much awaited by the camp of Roxas, the running mate of apparent President-elect Benigno “Noynoy” Aquino III, still remained uncounted as of 1:03 p.m. Friday.
Roxas' camp has claimed that the senator will win by a "hairline" against Binay once votes from Central Visayas, his bailiwick, were counted.
Based on the 1:03 p.m. PPCRV update on the data transmission per region, none of the votes from the 949 polling precincts have been included in the latest tallies for the presidential, vice presidential and senatorial races.
It was the only region that was not able to transfer data to the Pope Pius server.
The largest number of polling precincts to "transmit" election returns to the Pius server was from Cebu, with 511 precincts—the same number in the 11:09 update the PPCRV provided on Thursday.
PPCRV media and communications director Ana de Villa-Singson earlier said it was possible that these precincts had already transmitted the data but had yet to be downloaded into the Pius server.
The Ilocos Region posted the biggest number of precincts whose votes have already been included in the latest tallies Friday, with 165 polling precincts.
Ballots from 116 precincts from Central Luzon had been accounted for, while 94 more precincts in the Autonomous Region in Muslim Mindanao (ARMM) had been transmitted data on Friday.
The PPCRV was still waiting for 901 precincts in the ARMM, where Binay was leading, to transfer electronically election returns. (Inquirer)

Cebu City is located on the central eastern part of Cebu Province, an island at the center of the Visayas in Southern Philippines.
